I cycle past these signs every day and ask that question. Work is being carried out on the bridge but the road remains open and cars zoom past… Nonsense!
Nothing stopping you slowing up the traffic by using the road. Perfectly legal unless there is a no cycling sign.
You are not obliged to use cycle pathes or lanes by law.
Probably doing the workers on the road a favor by slowing up the traffic. ๐
